Nora Barger leads project development and brings deep experience working with community and public partners to her work. Nora works through the entire development cycle, from project conception to structure, financing, construction, and commercial operations. She tracks policy and supports outreach to help scale the Working Power co-development and co-ownership model. Before joining WP, Nora managed multiple municipal energy efficiency and stormwater management programs in the Southeast, Mid-Atlantic, and US Virgin Islands. She led the green roof and rain incentive programs for Washington, DC, which provided financial incentives for implementing barrel g green infrastructure measures and incorporated education, installation, and workforce training for at-risk youth.
Nora holds a BA in American History from the University of the South (Sewanee), a master’s degree in urban and environmental planning from the University of Virginia, and a certificate in clean energy finance and deployment from Yale University. She serves as a North Carolina Clean Energy Fund board member to support equitable energy efficiency and renewable energy access across North Carolina.
